Maryland Police Seek Rapper Accused Of Supplying Alleged Md. Drug Ring

BALTIMORE, Maryland -- After a yearlong investigation, Maryland authorities announced the arrests of a Cecil County, Maryland family and others who they accuse of importing cocaine into Maryland and allegedly planned to resell the drugs in Delaware, Pennsylvania and Maryland.

Maryland authorities have seized over $200,000 and various amounts of cocaine and marijuana during traffic stops and executions of at least seven search warrants. And Maryland State Police are looking for a rap singer who they say helped supply the drug ring allegedly run by a Conowingo-area family.

The investigation started in January 2003 when members of the Cecil County, Maryland Drug Task Force stopped Randall Nichols II for a seatbelt violation near Rising Sun, Md. Three others were in the car at the time but were not arrested. Authorities found $62,000 in the vehicle -- $50,000 of which was in a safe that none of the passengers claimed ownership to.

Based on that traffic stop, authorities gained intelligence to investigate drug tips, Maryland officials said.

Nichols, 21, turned himself in to authorities on Wednesday and authorities said he posted his $100,000 bond Thursday morning. He faces charges that include drug kingpin, cocaine distribution, conspiracy to possess with intent to distribute large amounts of cocaine and conspiracy to import cocaine into the state.

On Dec. 24, 2003, Maryland authorities observed Richard Harris meet with Nichols in the Perryville area. Harris, 27, is a rap recording artist from Philadelphia known as "Filthy Rich." Police believe he was the Nichols' family primary supplier. Maryland police said officers later stopped Harris on Interstate 95 and seized $45,500. Authorities charged Harris with marijuana possession, but he posted bond at that time.

Three days later, police said the task force observed Nichols meeting with William Miller, 20, of Newark, Del. Officers subsequently followed Miller where Delaware officials stopped the vehicle and seized approximately 60 grams of cocaine. Maryland police charged Miller with trafficking over 50 grams of cocaine, possession with intent to deliver cocaine, distribution of cocaine within 300 feet of a park and underage possession of alcohol.

Miller is being held in Delaware on $130,000 bond.

Maryland state and Cecil County authorities observed Lee Marvin Nichols and his mother, Shirley, allegedly meet with Harris in Delaware on Jan. 18. Subsequently, officials stopped Lee Nichols and his mother in North East, Md., as they returned from Delaware. Police seized approximately 18 ounces of powdered cocaine and approximately 4 ounces of suspected crack cocaine. The cocaine's estimated street value was $59,000, according to police.

Lee Nichols, 21, of Conowingo, faces charges that include drug kingpin, possession with intent to distribute large amounts of cocaine, and importing into the state more than 28 grams of cocaine. He is being held in Cecil County, Maryland on $75,000 bond. Lee Nichols is believed to be related to Randall Nichols, but it is unclear as to whether they are brothers.

Shirley Nichols, 51, of Conowingo, faces the same charges as Lee Nichols and posted $50,000 bond.

A third person in the car, who police identified as Eric Allen, 21, of North East, was also arrested and authorities found marijuana on his person. He was charged with the same charges as Lee and Shirley Nichols, in addition to marijuana possession charges.

Maryland police subsequently obtained a warrant to search Lee and Shirley Nichols' house where they recovered approximately 4 grams of cocaine and $4,000. As a result, Maryland authorities arrested Edward A. Nichols Jr., 34, of Conowingo, upon learning that he was wanted in Harford County on an outstanding arrest warrant for violation his probation.

In one of seven search and seizure warrants served as a result of this investigation, Maryland police also arrested James R. Wallace, 56, of Port Deposit, Maryland. Authorities seized $83,550 from his house and he faces gambling charges for alleged betting on sports. He was released on his personal recognizance.

Investigators anticipate additional charges and more arrests to come as the investigation continues. Maryland authorities continue to search for Richard Harris and ask anyone with additional information to call the Cecil County Drug Task Force by dialing (410) 392-0880.

And Delaware authorities are looking for Joshua Eckard, 21, of Newark, Del. Eckard is wanted on an outstanding warrant for various firearm and drug possession charges. Investigators searched Eckard's home in Newark, Del., and reportedly seized three handguns, evidence of marijuana evidence and drug paraphernalia.
